Food waste has the dual attributes of pollutants and resources, and if properly handled, it can "turn waste into treasure" into resources, while improper treatment will pollute the environment and endanger health. The harmless disposal of food waste and the comprehensive utilization of resources are environmental governance practices that implement the concept of green development, and are also an important part of comprehensive urban management and public services, and a livelihood project that benefits the people.
In August 2011, the National Development and Reform Commission selected 33 cities as the first batch of pilot cities for the recycling of food waste. In 2012, the State Council promulgated the "Twelfth Five-Year Plan for the Construction of National Urban Domestic Waste Harmless Treatment Facilities" (Guo Ban Fa [2012] No. 23), which requires that by 2015, the pilot project of domestic waste classification will be fully promoted, more than 50% of districted cities will initially realize the classified collection and transportation of food waste, and at least one demonstration city for domestic waste classification will be built in each province.
Up to now, the number of pilot cities (districts) for food waste treatment in China has grown to 100, covering 31 provincial-level administrative regions, and has received special fund subsidies from the "Implementation Plan for the Construction of Pilot Cities for the Resource Utilization and Harmless Treatment of Food Waste by Special Funds for the Development of Circular Economy".
In recent years, each pilot city has gradually explored the establishment of a kitchen waste disposal system and management model suitable for the actual situation of the region, and relevant local regulations and policies have been introduced one after another. According to incomplete statistics, 62 of the 100 pilot cities have specifically implemented food waste management methods or regulations, 10 cities have issued implementation rules or implementation plans for food waste management, 3 cities have issued management opinions, 8 cities are preparing draft food waste management, and 83% of cities have introduced or plan to introduce relevant regulations on food waste management. Between January 2014 and September 2015 alone, 15 cities implemented food waste management measures.
Although the operability of some urban food waste management methods needs to be improved, the general atmosphere of special collection and transportation, harmless treatment and resource utilization of food waste has basically taken shape, and the domestic food waste disposal management has gradually changed to harmless treatment and resource utilization.

The resource utilization and harmless treatment of kitchen waste are closely related to the construction of ecological civilization in the new era and the idea of ecological civilization in Xi Jinping. Kitchen waste is a part of household garbage. Only when the classification of household garbage is well completed can the collection, storage, transportation and disposal of kitchen waste be achieved. Governments at all levels, especially urban competent departments, should vigorously carry out the classification publicity, education, mobilization and other work of household garbage and kitchen waste, and implement necessary measures such as praise and demotion, rewards and punishments. Only in this way can the resource utilization and harmless disposal of kitchen waste produce huge economic, social and environmental benefits.
